Considering he said level, i'd assume he ment level. Also it depends on what you're trying to run, then maybe I can help.

I only know Dragon Rulers as level 7 Monsters that can be summond quick.

It doesn't need to be only 7, I think, I assume he ment higher or something o-o

idk, maybe Photons or Gimmickpuppets could work since they pop out level 8s, though for gimmicks, they need to xyzs, for Photons, xyz is optional.

I could still be wrong since he said cards to make summoning level 7+ easier, not much of cards that are easier.

I can't think of much for high levels, maybe a build in which you up your LP and use Mausoleum of the Emperor, or you could go for a graveyard type and use cards to reborn them.
